The Plan Commission (PC) consists of nine Winnetka residents appointed by the Village President with the advice and consent of the Village Trustees. The Village President also designates one member of the Commission to serve as chairperson. Members of the PC serve for terms of three years, which are staggered to assure the Commission’s continuity.

The PC’s membership consists of one representative from each of the following public bodies: 

  • Environmental and Forestry Commission
  • Landmark Preservation Commission
  • Village Council
  • Zoning Board of Appeals

Resident Members

The remaining five members of the PC are chosen from among the Village’s residents. There are no other specific requirements for membership, although it has been the practice of Village Presidents to appoint at-large members based on a demonstrated expertise, experience or interest in:

  • Architectural history
  • Architecture
  • Building construction
  • Engineering
  • Finance
  • Historic preservation
  • Neighborhood organization
  • Real estate
  • Urban planning

Voting Members

All Commission members vote, with two exceptions. Since most matters that come before the PC ultimately come before the Village Council for final action, the Village Trustee is not a voting member of the PC. Similarly, if any matter before the PC is a zoning application that will also be considered by the Zoning Board of Appeals (ZBA), the ZBA representative is not allowed to vote on the matter when it is before the PC.

Powers & Duties

  • Consider, prepare and make recommendations to the Village Council on the adoption or amendment of the Comprehensive Plan for the present and future development or redevelopment of the Village
  • Assist Village officials charged with directing projects for improvements embraced within the Comprehensive Plan, to further the making of those improvements, and generally to promote the realization of the Comprehensive Plan
  • Conduct an annual review of Appendix 6 of the Comprehensive Plan and to submit proposals to the Council and to the Board of Local Improvements for specific improvements
  • Consider and make recommendations to the Village Council on applications for land subdivisions as provided in the Subdivision Ordinance
  • Review and make recommendations to the Village Council on applications for special use permits, wireless telecommunications facilities and planned developments, as provided in the Zoning Ordinance
  • And report to the Village Council from time to time on the Commission’s work
